Drafting the Biblical Assembly Charter--Part #1: Preamble

The time has come to begin drafting the Charter of the Biblical Assembly.  This document will set up the structure and rules for each committee and the Biblical Assembly.  

To that end, Arch we will need you to create another board under Biblical Assembly.  You can call it The Archive.  This is where we will post the Charter and any other document created by the Biblical Assembly.   Due to the nature of these documents, once we have agreed to its final form they will need to be locked so only an administrator can edit them.  They can of course be read by anyone, but the final form cannot be altered unless changed by a vote of the Executive Council.

Now, every great document starts with a preamble.  A preamble states the purpose and the general goals of the body created by the document.  This is our statement to all of NationStates as to why the Biblical Assembly is here.  It should include a vision statement and then our basic goals for the Biblical Assembly.  This is as good a place to start as any.  So let's open the discussion: Why does the Biblical Assembly exist?  In order words, if some other nation asks us what the Biblical Assembly is, how would we respond?

The Biblical Assembly will be an organization, not a region. It will be a collection of many Christian regions. Oasis reports that he has many prospective candidates who could be members.
